Given the forecast, the size of the lake and not knowing where the start area would be I'd want to be launching at least 30 minutes before the start (I'd always be prudent though and don't blame me if the start is right next to the club or is right over the other side of the lake and takes longer).
In any case, I imagine the race committee will allow enough time between the briefing and the start of the first race for the fleet to reach the startline.
