Anyway here is the whole end part of Andy Hay's piece that should have been included in full:

 New Rule 4 n could be changed to:
In hull shells of reinforced plastic sandwich construction: 
 (i) That part of the moulding corresponding to the exposed plank edge shall be of uniform thickness and shall not be less than 6mm throughout, except within 550mm of the bow, as determined for the purposes of rule 4 (a), where the thickness of the exposed plank edge may be reduced. No part of the moulding corresponding to a plank may exceed 160 mm in external exposed width. Each part of the moulding corresponding to a plank shall overlap the next plank nearer the garboard on the outside. The exposed edges of that part of the moulding corresponding to a plank on the outside of the hull may be rounded off to a radius not exceeding the exposed plank thickness. The angles at the lands on the outside of the hull shall not be filled to a radius greater than 4 mm.
(ii) From the aft face of the transom to the forward edge of the moulding corresponding to the lowest planks at the bow, the exposed depth of that part of the moulding corresponding to the keel, inclusive of a keel band shall not be less than 20 mm nor more than 30 mm. The width of that part of the moulding corresponding to the keel outside the hull shall not exceed 100 mm.
(iii) Except in the regions of those parts corresponding to the lands and for any area excepted by rule 4(m)(i), those parts corresponding to the planking in a wood or plywood, or closed cell structural foam, boat shall be uniform in thickness, manner of construction and density, the actual thickness between the inner and outer surfaces shall be not less than 7mm or more than 12mm. [This is the range within which the Constructor may choose a suitable thickness, NOT a tolerance.] In those regions corresponding to the lands in a wood or plywood boat additional filling and reinforcement is permitted between the inner and outer surfaces provided that it is uniform along the length of each “land”. 
 (iv) One bilge keel or chafing piece of which the cross section shall contain a rectangle not less than 20 mm x 10 mm for a length of 1200 mm shall be fitted over a land on each side, and so placed that the weight of the boat will bear on the main keel and one bilge keel only, when the boat is on a level surface. The bilge keel may be incorporated into the moulding.
(v) A keelband as required and defined by Rule 4 (j) (i) may be incorporated into the moulding as part of the hull.
There are some major issues with this, namely; as there is no plank, land or keel on a GRP boat, would the term “moulding corresponding to the …” suffice? The RYA are keen to introduce some form of licensing scheme for Builders, so would this enable some form of regulation of the mould, without the fail safe that under the current Rule the mould must be a faithful recreation of an existing boat or something that has been constructed as a wood boat.

I welcome all opinions, positive or otherwise. It is clear that the current Rules are outdated, superseded by technology and becoming a barrier to new designs. Clearly, I also do not have the answer, but if the membership wishes, there is a desire to review and progress from the Committee.
