Chris Clapp in Sidmouth is also very good and his standard painted carbon sheathed wood foils are a reasonable price, or a bit more if you want a flashy clear coat finish. He can make a custom rudder blade to suit any standard stock, but also offers his own carbon version - tel 07989 232768 or (01395) 579529

Obviously you can spend £400 plus on a carbon stock, tiller and rudder, but that may not be the way you want to go. You could start with posting on the equipment wanted section of this site. I let a second hand rudder, tiller and stock go for £50 a year ago, although the average price of a wooden rudder with an aluminium stock would be closer to £100 in good condition.
That said, if this is you first outing with a fixed rudder, you should ask yourself what is the reason for wanting a lifting rudder, there are probably two reasons 1. it is difficult to sail off where you are and put the rudder on, once on, there is rarely, if any, shallows in the racing area (e.g. Ranelagh) or 2. there are substantial shallows and obstacles in the racing area, which if it at speed can take your transom off, or by lifting the rudder you can beat the tide by sailing in the shallows (e.g. Salcombe)
If the reason is 1 - then persevere with the fixed rudder and improve your rudderless sailing skills, it wil help with your sailing generally.
If the reason is 2 - invest what you think is appropriate in a lifting rudder.
