I have a carbon head/tiller and blade assembly that would do the job just fine! (Built by Roger Angel - Multiple International Moth World Champion/Boat Builder)
However there's a fly in the ointment I am afraid:
You'll find the industry standard rudder fitting spacing for racing dinghies is predominantly 175mm (All but 7 inches) Winder, Driver, Jenkins and Rowsell all subscribe to this school of thought.
Cruising boats like Wayfarers, Wanderer's, Laser 2000's etc are predominantly 198mm (All but 8 inches) Jacko is the only racing dinghy builder I know of who builds to this dimension.
Hence the assembly I have is 175mm with a pintle (Pin) on the top fitting of the rudder and a gudgeon (Hole) on the bottom.
Looks like you'll be getting the drills out if you want best choice of what people have kicking around their garages!!
